The big problem with not installing Desktop Experience is that even though cleanmgr runs without it, you are greatly limited with the containers it sees. Primarily being the Windows Update Cleanup container, which right there usually saves you around 5GB.

Without installing DE, I managed to get it to work fine just yesterday on an R2 SP1 server by just installing the KB hotfix first and then copying the two files from the Winsxs folder to their respective destinations. No reboot needed. Just those two options cleaned up 6GB before a reboot and an additional 4GB after a reboot for a total of 10GB in space recovered.

Unless you can explain in further detail why those additional steps of yours are necessary, you might be able to save some time by just installing the hotfix first and then copying the files from the Winsxs folder.
